Depends on your purpose.

If you want to draw a thin and smudge-free line, use a liquid eyeliner with a long handle and brush tip, not felt. Felt is easier for beginners to control, but the line won't be as thin or defined as opposed to using one with a brush tip. Brands that I reccommend is MAC and Shiseido. MAC is better for all the wild and unique colours it has to offer.

If your purpose is to line a big area, use those eyeliners that instead of being in a shape of a bottle, is a pen instead. It's hard to explain, but it basically looks like your copic marker. -__-;; This is not so good for thin lines, but if you want to line a big area of your upper lid, it may come in use. The only brands that I'm aware of producing this type of eyeliner is Estee Lauder and one drug store brand called "in2it".
