It is official now. The Youth Ordinance Bill has been passed into the Tokyo Metropolitan Assembly and gets the approval this afternoon.
With the new regulations, sale and renting of “harmful publications” — materials that are “sexually stimulating, encourages cruelty, and/or may compel suicide or criminal behavior” to people under the age of 18 are prohibited. and Bill 156 would require the industry to also regulate “manga, anime, and other images (except for real-life photography)” that “unjustifiably glorify or exaggerate” certain sexual or pseudo sexual acts.
The revised bill will allow the government to directly regulate the above images if they depict anything that excessively disrupt social order.
Along with that, a non-binding supplemental resolution that prompts new harmful publications to be carefully regulated, while considering the nature of the works such as artistic, social or criteria that will be part of the evaluation
The self-regulation clauses will go into effect on 1st April 2011 and the restrictions on sales and renting will go into effect on 1st July 2011.
